How true is the statement "Its not what you know BUT who you know"?

Unfortunately, that statement is VERY true. 9 times out of 10, a person is hired or promoted based not on skills, knowledge, level of education, qualifications, merit, productiveness, etc...but on how good he can suck up to the boss and how good of a ******* he gives. It's just a sad fact of American life.
